Susan graduated from Santa Clara University School of Law in 1976 and briefly practiced law in Santa Cruz at a community law clinic. In 1977 she began working at the San Jose firm of Morgan, Beauzay, Hammer, Ezgar and Bledsoe, and became a partner in 1982.
